He is just repeating the words from his current favorite nighttime book called Firetruck. In the book the boy is putting out a fire and chants:
"Shoot that water. Shoot that water.
Shoot that water from the hose on my firetruck."
Shoot that water from the hose on my firetruck."
I could eat him up. Yes I could.
